In many cases, a single line of text is insufficient to explain why the request will be declined in a friendly way. A single line of explanation as a response to a potentially significant amount of work can be frustrating. Instead of a single line of text, I'd vastly prefer a text box. Ideally I would be able to quote the whole request and comment everywhere I need, much like in bugzilla or by e-mail.
