It is a hardware-related applet that will hardly ever touched by an average user and only leads to confusion and wasted screen-estate. A user expects to get a volume-control when clicking on an audio-applet; nothing more. The pulse audio applet would require the user to make three clicks before getting to the volume control - and he/she would have to find that control first!
