I can reproduce this issue with fglrx driver 14.501.1003 on a HP laptop (Rockey, NUE 986).
# lspci -n 00:02.0 0300: 8086:0106 (rev 09) 01:00.0 0300: 1002:6841
Switching to intel driver by using no xorg.conf and running
/usr/lib64/fglrx/switchlibGL intel /usr/lib64/fglrx/switchlibglx intel
before running Xserver again workarounds the issue. But that way you can't make use of AMD's GPU.
I no longer can find Rockey, NUE 986. But there is still Rocky, NUE 939 sitting next to me, which also has a Dual GPU setup.

I can try to reproduce the issue on this machine at at a later point, if considered useful.
