With STAC9228 codec, the digital mic connection has no hardware volume control. That's why alsa-lib provides softvol plugin to amplify in software up to 30dB. With Skype, check "Digital" capture volume. Usually it's in 50%, corresponding to 0dB, which means no signal gain/attenuation changes in software. In your case, you can raise it. But, your alsa-info.sh shows that it's already 100%, i.e. +30dB, and this is already quite high enough. Note that if you choose "hw" PCM in your Skype setup, this "Digital" volume isn't applied because "hw" means the direct hardware access.
