The taskbar icon just said "No networkmanager running" and refused to allow any connection. After manual start of the Networkmanager everything worked and configuration (e.g. passwords for WLAN) from 12.2 were still available. Reproducible: Always Steps to Reproduce: 1. Upgrade a 12.2 with networkmanager activated to 12.3 2. Try to establish a connection as user - it fails 3. Start Networkmanager as root 4.
