The second build of libmlt was a git snapshot and the version was called version 6.10.0+git20181016 and had no opencv module. The latest one which is the candidate to submit to Factory is version 6.10.0-113.1 You need to confirm that the bug is fixed in this version.
I understood but there's no such version in your repo (https://download.opensuse.org/repositories/home:/plater/ openSUSE_Tumbleweed)!!

My build service web ui shows that revision 113.1 but I've just looked inside the physical repo and it has rev 118.1 which was built in September. This is a bug because I've deleted the package and the binaries still remain in the physical repository. Sorry I accused you of not installing the correct files. To make it worse, my Leap:15 repo works but in my virtual Tumbleweed I just tested and sure enough, even after deleting the package libmlt: libmlt6-modules-6.10.0-118.1 is shown as being available. Use this repo to get the correct libmlt6-modules-6.10.0-113.1 : http://pmbs-api.links2linux.org:8080/home:/davepl/Tumbleweed/ I've tested it.
