I suppose you're using XFCE? Do you run thermald? Or it's only with upowerd? As a test, you can try to change the cpufreq governer, manually writing to /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor file, e.g. # echo performance > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor and so on for each CPU. The default value for the recent Intel CPUs is powersave, IIRC.
