[Bug 1219494] libmfx no longer supported

The output of 'zypper se --requires libvpl' confirms it. So removing libmfx dependency to packages other than ffmpeg-6 actually removes QSV support for these packages (gstreamer, vlc, ffmpeg 4 and 5). I do not think this is a good idea and I think this removal of libmfx should be reverted.
