I switch to Tumbleweed, which seemed to fix things. Then on Sunday (IIRC) I messed that up while upgrading (PAM was broken by upgrade, could not log in) and re-installed 11.4. Since then I have not seen this problem. So it seems like it may either have been fixed by some upgrade, or was due to some random combination of libs that I have not reproduced. So currently 11.4 is working for me.
