After a bit of discussion on opensuse-packaging (which I invite you to join) I've decided to go the following route: I'll write a check for rpmlint that checks for -L%{_libdir} in generated .pc and -config files and gives a warning for the packager. Approximately a week after that updated rpmlint package has been checked in, our buildservice/autobuild folks will run a grep over the build logs to see how many packages would be effected.
