From just reading the code the cleanup stage was used to stop all installation related services. This includes ssh connections as well as vnc X-servers as well as local X-servers and so on
What I think is problematic is the killall Xvnc which would really kill all Xvnc sessions also those which are not releated to the yast installation process.
