Start /usr/bin/systemsettings (or Configure Desktop from menu). Click the "Date & Time" icon in the "Computer Administration" section. Scroll through the list in the bottom half of the screen and select any timezone. Click "Apply" and type root password as requested in dialog. Close System Settings and reopen - if the time zone has been changed at all, it is not the one you selected.
