Hm, true, it looks strange in the F-keys help text.
But I think this is the 'lesser evil', the bigger ones being
a) labeling the second button differently (-> Why? Browse is understandable and
common name for wanted action
b) changing to "Browse directory"/"Browse file"/whatever. Again, I think it
looks too strange.
Or, are you proposing the removal of `key_F property from those buttons,
because it create the mess in this situation? I hope not, I think it may be
useful at least for someone (assuming that the left-to-right order on the help
line is the same as the up-to-down order of the dialog, which puts some logic
into the question which shortcut belongs to which button).
To make things even worse, I know of more dialogs using the button with the
same labels in one dialog - and I think such usage is understandable and
correct (at least in those specific cases if not in general). See the
add-on-creator, for example.
I'm closing this now as I don't see any better solution.
