They could, except that by default files owned by root are left untouched, and I suppose most users (including me) would be reluctant to change that.
I'm not that sure that root's files stored in /tmp are actually important ;) I'm wondering whether it isn't possible to detect those directories that are still needed and delete the rest via cron.
