The above "dbus_send" is a function in pm-utils which calls "dbus-send", so just replace it with "dbus-send". nm-applet (in package NetworkManager-gnome) has an "enable networking" checkbox, so this is partly a knetworkmanager issue. As much as I hate to say this, but kde network management is dysfunctional since a long time and you simply should be using nm-applet when reporting a bug. bili: I tried sending NM to sleep (without crashing the machine ;) and was able to revive the Network via nm-applet's "enable networking " afterwards.
