This happens because GTK looks for Qtcurve settings in $XDG_CONFIG_HOME/qtcurvestylerc. $XDG_CONFIG_HOME should default to ~/.config but this variable does not exist. Qtcurve settings are written to ~/config/qtcurve/stylerc, but ~/.config/qtcurvestylerc does not exist. So if toi add the following line export XDG_CONFIG_HOME=~/.config to /etc/profile.local so to create XDG_CONFIG_HOME and create a shortcut ~/.config/qtcurvestylerc pointing to ~/config/qtcurve/stylerc, all works well.
