export of connect plugins and settings
Maybe we could use this plugin: http://community.elgg.org/pg/plugins/project/384980/developer/milan/importex... to export the list of active plugins and settings from the production connect and put the resulting xml into git, so we have an easier way to setup the local development instances? I would appreciate that.

Great idea, Tom! I added the plugin, exported the site-export.xml and added it as "doc/site-export.xml" in our git tree. Now, on clean install, you might need to enable pluginsettings module by hand, but after that you can choose Import/Export settings in Administration and Import settings from the XML. Make sure you check "Just plugin order/settings", because I removed DB credentials from Core settings in XML.
Greetings

Works well, and already fixed a bug for me. I removed the hack in actions/systemsettings/install.php and added a note to the wiki.
