I added the plugin, exported the site-export.xml and added it as "doc/site-export.xml" in our git tree. Now, on clean install, you might need to enable pluginsettings module by hand, but after that you can choose Import/Export settings in Administration and Import settings from the XML. Make sure you check "Just plugin order/settings", because I removed DB credentials from Core settings in XML.
Works well, and already fixed a bug for me. I removed the hack in actions/systemsettings/install.php and added a note to the wiki.
