Not understanding rules.xml and autoinst.xml interaction

I am running Suse Enterprise 9-1 I'm trying to use rules.xml to create partitions, but it never uses it, only uses autoinst.xml, which has nothing in the partition declaration. John Comitas Sr. Network Engineer
