Although this is for OpenSUSE, most of it applies to earlier versions (certainly 9.3).
Once the additional install sources are added to the install tree correctly, you simply add the packages to your <packages> section in the xml file. Yast will search all available package sources (as listed in yast/order file) and select the package from the first source that contains the it.
The installation source will be added to the installed system automatically.

Yan , many thanks for your advice - I feel like I've gotten most of the way already by other means. I have a sitelocal installation source and duplicate of the 9.3 DVD , the sitelocal tree I have used create_package_descriptions to build and it works well as a regular Yast source when added manually. If I am correct the yast/order and yast/instorder files list directories relative to the network boot location - still searching for a description of how yast/order and yast/instorder are treated.
