Now i have two separate directories, one for i386, one for x86_64 - just as you suggest. What i look for is having only one directory for both archs, like the SUSE Linux 10.0 DVD, where basically x86_64 is a subdirectory of suse/, and all the logic for installation (directory setup/, product description ...) is shared between the two. Depends what you mean by "combined".
Seeing that packages have identical names between the two, no. But you can still host both on the same server, just under different directories.
What do you actually want to do?

Is it possible to setup a combined install repository for i386 and x86_64? I also want to include SP2. I know how to do that for i386 alone. How do I do it for both?
What made me ask is the difference in the file content and media.1/product on the first CDs.
