Wow, this looks kind of cool! I always loved floral patterns in the background. One thing we should think about: IMHO there should not be too much change within several minor releases (11.x). This ensures visual continuity and shows that this version does belong to a line of releases. This theme sure does look brilliant but I wonder if it was not better to use it in the next major release (12.0). Ok, that's a long time to wait but it would be sad to drop new visual styles every release, although they could evolve much more. Howdy. Overall it's not a bad mockup. I like the light background and the floral backdrop. I'm definitely not fond of the bubblegummy 3D widgets with the gloss. The question is if we want to build on the 11.0 heritage for the installer, with some of the problems that a dark theme brought, or revert to a light theme again. CC:ing coolo to hear his opinion as he had to deal with most of the theme issues I introduced with the design.
