In the first place, this is a virus. I was curious about the
attachment which was found to be malware by AV.
In the second place, this is a weird message to be sent to an email
list. The List Admins for this list need to inspect how this message
was accepted to the List (inspect message headers, don't rely on
return address) and likely blacklist the origin.

Presumably this list is open, i.e. not subscriber-only.
