[opensuse-arm] JeOS missed ifconfig

Iproute2 was never part of jeos. Ifconfig probably got pulled in via a dependency that is now gone, so we need to explicitly add it to the package list. I'd also vote for including iproute2 in jeos, maybe even only that and not ifconfig. iproute2 contains the ip command, which was always present in my cubieboard jeos. The ifconfig command was absent - I thought it was because ifconfig has been deprecated for years. It's in net-tools, with other commands like netstat, hostname, route - useful to have. IMHO it would be better to save space by sorting out dependencies properly, e.g. I fail to see why installing yast-x11 also installs an X server together with the hundreds of MB of other shebang.
