Yeah, that is due to the armv5 binfmt replacement. According to Adrian the conflict shouldn't really matter, but maybe it does :(. Adrian?
Hm, it does not matter during Preinstall step, but it breaks during installation step inside of chroot/VM.
The only practical solution I have in mind atm would be also to package qemu binary in qemu-accel and avoid installing qemu-linux-user at all.
