Because of this line ARM Factory JeOS images aren't build any more due

nothing provides this-is-only-for-build-envs needed by systemd-mini
Is this Requirement in the spec file for a specific reason?
Yes, to make sure those "mini" packages is only used for bootstrapping
and never used on a "install" (even JeOS) system.
