[opensuse-arm] endless qemu builds

Hi Dirk, We still have endless QEMU builds. IIUC the preinstall image contains qemu-accel, thus its %post script doesn't get executed during the qemu build phase, so the hack to use a different path for qemu doesn't kick in. Any ideas?
