[opensuse-arm] Submit a package from devel:Factory:ARM to dev project (and then to Factory)

Hi, I just fixed libvpx on ARM (see [0]) and I want to clarify the workflow then. I will submit it to devel project (multimedia:libs) and then ask to forward it to Factory. Once accepeted in devel project (or Factory?), we could remove the package from devel:Factory:ARM to only have it in Factory. Is it the right way?
