There is some grub2-mkimage or something to do that, you don't need to rebuild the package. Looking at how it is done during build might be helpful for producing similar results, though.

Sounds like it is not worth the hassle to support the board. Even if grub2 can be modified to never hang AND u-boot can be configured to reboot instead of waiting forever, I may still end up with a device that will just boot forever and will not be usable in a normal way.
On one hand I would see it that way. On the other it exposes in the extreme the problems you would run into when trying to make a system reliably boot always, and the work you do here may be useful to others in other situations if you document it. YMMV
I will try to find some time to dig around. But the time might be better spent by adding paragraph to the Pine64 entry in the Wiki, stating the current (unreliable) state of support for this device.
