[opensuse-arm] Larger number of rebuilds for openSUSE:Leap:42.3:Ports

Hi, in order to recover from the gcc7 runtime switch in Leap:42.3 that happened somewhen end of last weeks I need to do a couple of coordinated rebuilds, that's gonna take the next few days.
