That was my guess, too...
There is another config built into the grub image that tells it where to load the config from, and you probably need a reboot at the end of that as well.
I take it that would mean building the grub2 package and tweaking the settings somewhere?
If you add that debugging grub not finding a config will be difficult but it should always reboot then.
Sounds like it is not worth the hassle to support the board. Even if grub2 can be modified to never hang AND u-boot can be configured to reboot instead of waiting forever, I may still end up with a device that will just boot forever and will not be usable in a normal way.
