TLDR: no
M3 uses an Allwinner A83T, an 32 bit ARM processor with 8 cores.
RPi3 uses a Broadcom BCM2837, a 64 bit ARM processor with 4 cores.
For booting, you need a board specific image (unless you have one of the few boards which use UEFI, but these typically come in a case ready for deployment in you data center).
The userland is the same for all boards with a common architecture, but 32 and 64 bit ARM are different.
