It should work with any "server" class system as well as KVM, yes.
If I have Tumbleweed running on an ARM machine can I upgrade to Leap 42.2 with any hope of success?
That depends. If you're on 32bit ARM, maybe. If you're on 64bit ARM and use btrfs, no. If you're on 64bit ARM and use ext4, you will need to reformat the swap partition, as we changed the page size between 42.1 and 42.2 :). I'd say create a backup and give it a try.
