      Hi,

Could you please check that you really meant

%if "0%{?_obs_feature_exclude_cpu_constraints}"
Constraint: hardware:cpu:flag exclude=true EL0
%endif

instead of

%if 0%{?_obs_feature_exclude_cpu_constraints}
Constraint: hardware:cpu:flag exclude=true EL0
%endif

in the openSUSE:Leap:15.2:ARM project config?

The former condition always evaluates to a non-empty string.
