Seems to be a general Xpress 200M problem: Boot with "noapic" option, and the double speed problem goes away.

Actually we haven't. The latest known state is the "clear APIC pin" patch in http://bugzilla.kernel.org/show_bug.cgi?id=3927 but currently it's not usable because it breaks a lot of other systems (that could be worked around) and probably still not quite correct because it generates lots of APIC errors.
