I am happy to announce that I just installed the newest arts rpms from the apt-get repositories and now 'artsdsp skype &' works like a charm! No error messages about unloadable libraries. As a test, I fired up amaroK and then placed a call through skype to my cellphone. The sound mixing worked as it should. (Yes, I was careful to isolate the sources of my voice by unplugging the microphone from my laptop or --exclusive or-- covering the microphone of my cellphone to make sure sound worked as it should.)
The fact artsdsp on my 64-bit SuSE 9.3 system now works with 32-bit software (I am quite certain amaroK has been compiled by SuSE as 64 -bit and absolutely positive skype is 32-bit) may have considerable impact --positive one!-- on the multimedia capabilities of SuSE.
artsdsp is a shell script, it should call some libraries depending on whether the binary is 32-bit or 64-bit, there is /opt/kde3/lib/libartsdsp* for 32-bit which applies to skype and /opt/kde3/lib64/libartsdsp* for 64-bit. The script looks OK here, I get the error only when I run it as a user - skype still comes up. No error running it as root - KDE 3.4.1 x86_64, SuSE 9.3 x86_64 on Acer Aspire 1501LCe laptop.
Per Bjoern Jacke's recommendation, I will continue my experiments with aoss and report the results. :)
I also subscribe to another board about my 64-bit AMD laptop (Presario R3000-series, which I need for its number crunching on-the-go capabilities), so I keep a keen eye on problems encountered by people running other Linux distributions on this laptop. Furthermore, I have a friend who sets up SMP Opteron boards. From the information I have gathered from these two sources, I believe that when it comes to AMD64 (single- or multi-processor), SuSE wins hands down! :)

I'm happy with SuSE x86_64, looks like Mandrake/Mandriva has done a great job also. Nice to see the improvements made in the Linux arena. I happily run 2 SuSE 9.3 x86 + 1 9.3 x86_64 + 1 gentoo 2005 + 1 Mandrake 10.1 + 1 Mandriva LE 2005 + a box with Astaro Linux Firewall or BBIagent Linux firewall + 1 Solaris 10 SPARC box which is snappy using KDE, but so sloooow using the Sun Java Desktop - alias Gnome and it uses KDE/Gnome merely as facades, you can't do much admin if any with these desktops.
