are you looking for that being published as unstructured meeting minutes or do you plan to setup a more targetted process like for example
We don't have a specific template in mind and I don't think that a formal template is really in place here, because it goes against how the openSUSE community works. I think it would be valuable to start posting your minutes to the wiki after a general introduction to the community so that interested contributors can follow your progress and provide feedback.

I think for some of the more controversial changes it would be good to document rationale, chosen option and alternatives to structure potential feedback or discussion accordingly.
I'll think of a template that can be used for communicating change proposals and will find a way how you can ask for feedback that will be (hopefully) useful and will not overwhelm the workgroup.
