I don't know why, but I know how: If you answer "d"etails to the Continue prompt of zypper, it will show that the version+release does not change (-> reinstall, not update) but the vendor does.
I'm not seeing that. The vendor is "openSUSE" for the packages already installed, as well as the packages in the repo that zypper wants to reinstall. On a fresh 11.2 rc1 system, 'zypper dup' wants to reinstall 172 packages.
