There is no difference between Ubuntu Intrepid Ibex (radeonhd from git, 64 bits) and Jaunty Jackalope (32 bits).
I also tested openSuse 11.1 (64 bits) and DRI is not working, but the error reported in the log is different: (II) AIGLX: Screen 0 is not DRI capable
Your card is not an RS690, it's an RS600. the RS690 is supported, the RS600 is not. The RS600 uses a different gart interface that isn't yet supported in the drm.
