I found "Configure Desktop" /seemed/ missing from main menu, with "Settings" heavily populated by what looked like the various KDE3 kcmshell apps. From xterm systemsettings5 worked normally. I removed kdebase3-apps and kdebase3, leaving runtime and kdm. On session restart, the only thing in "Settings" was "Configure Desktop". I reinstalled kdebase3-apps and kdebase3, restarted session to find the "Settings" again a long list, but with "Configure Desktop" included.
