Um... where did it get the proxy config, I don't recall seeing it as an option. Since I wasn't given a chance to enter a proxy configuration and since it seems obvious that it is wrong (it's unable to contact opensuse repos and I keep getting timeout messages w/it trying to connect to download.opensuse.org... (even though I tell it to skip -- it isn't skipping), why is it SAVING a proxy configuration???

Why don't you try with 42.1 to see what changes, if any, and then report in Bugzilla?
I don't have a proxy setup, so I can't test your situation.
I briefly tested Leap 42.1 installer run and there is no place where you can enter configure proxy (or it is well hidden). You are offered network setup if it cannot access repositories, but proxy is configured in different place. I do not remember if it was possible in the past. Unless someone can prove that proxy worked in previous versions this is not a bug but feature request. I would not hold my breath then.
