Is only a portion of the screen being used, or is what should be on screen cut off offscreen? If offscreen/cut off, the mode used has scan settings out of range for the presets and existing customs and needs to be adjusted using the P990's control buttons.

Long ago, with the P990's replacement, the P991: https://bugzilla.novell.com/show_bug.cgi?id=222480 If they're essentially the same, yours may have developed an EDID problem. I had a bunch of P991s, and AFAIR, each eventually developed EDID failure if they didn't have it on arrival.
If SaX2 is working, or if your KDE display controls are working, try choosing the Dell P991 display, which should offer whichever mode you prefer. The P991 has/had a full selection from 640x480 all the way up through 2048x1536 for anyone whose eyes can handle tiny tiny everything. The P990 should handle at least up to 1600x1200 if not 2048x1536.
Even if neither SaX2 or KDE will work for you, 11.3 does respond to PreferredMode that you can set in xorg.conf manually if using any of the
KDE offers only that resolution at 73 hz, and does not offer any choice of monitors
Even if your Radeon HD8330 chip is too new for 11.3's Radeon driver, you should still be able to get totally functional 1024x768 using Xorg's vesa driver on that P990. --
