Main issue - a newbie-channel doesn't work, because you'll have newbies helping newbies. In order for a list or forum to work, it has to have a mixture of experience levels.
If a newbie channel is to be started, of course, the persons who would be answering should be knowledgeable and it is clear that newbies cannot help since they themselves are newbies. It is the common sense.
