I don't know what version of KDE4 you're using (since you STILL
haven't told anyone here what you're actually using)... but Settings >
Configure Dolphin > Trash has been a part of the standard Dolphin menu
in KDE4 for a long time.  It's in the KDE4.4.4 release that was
shipped with 11.3 (I just checked to make sure)... and is still there
in 4.6 (which is what I'm using).
