Probably because most users need them, and new users do not know how to enable them, and would get errors when the applet tries to query for updates.
Not convinced. As a minimum, I think it should be a question if you select not to do the update and text connectivity when doing the install. I agree that the internet is widespread. But it is not everywhere.
