Yes, bigger numbers equal higher priority; 100 would have been a better choice.

-p, --priority <positive-integer> Set priority of the repository. Priority of 1 is the highest, the higher the number the lower the priority. Default priority is 99.

May well be. I seldom use up, preferring dup and do not see what they are experiencing.
