If there wasn't a CUPS server running, you wouldn't get a 404, you'd get a connection denied or a connection request timeout.
Getting a 404 suggests there's something messed up with the CUPS installation itself. Another possibility is that some non-CUPS server is listening on that port. The 404 error is still an HTTP thing, so whatever server _is_ responding there is either a Web server per se or one that uses HTTP as its base protocol (as CUPS does).

What I needed to add to get this to work was admin.
