I've googled and cannot seem to find a valid resource.
I would like to have KWeather running in my kpanel/kicker/taskbar thingy area.
I used to have it under 9.3 - 10.2.
Here's one of my 10.1 systems back in April 2007 with the weather listed in the bottom right.
http://www.perfectreign.com/stuff/suse/2007/20070516_suse101_desktop.jpg Back in the day, there was that as well as a Karamba/SuperKaramba applet that did weather. Searching I found this: http://www.kde-look.org/content/show.php/Liquid+Weather+%2B%2B?content=6384
Not what you wanted but it works on KDE3. I also found this: http://www.kde-apps.org/content/show.php/Qweather+?content=76343 which seems closer to what you are looking for.
