That sounds like a Bug report is warranted.
I can confirm more than 4 works in 10.3+kde3.5.9.
Yes, in 10.3 the shortcuts weere defined for all 12 desktops.
In my ~/.kde/share/config/kdeglobals file I have many entries
like the following:
Switch to Desktop 2=Ctrl-F2
Switch to Desktop 10=Ctrl-F10
etc....
You might check this file to see if they all exist and
hack t to include any you find missing.
