Webmin allows you to run single commands from a browser, there is also an ssh client on it, but I think the client is java based and requires you to be able to connect to the server on the ssh port, which doesn't sound like it would satisfy your requirements. If you could modify the client side, I use corkscrew and connect.c and both work well through an http proxy (as long as the proxy allows the connect command).
